Weekly Legislative Update

fenceWe are deeply disappointed to report that the House passed of HB 12 this week. The Texas Catholic Bishops issued a statement, calling the bill's passage an affront to the dignity of Texans that ignores our State’s rich heritage and cultural diversity and oversteps the appropriate authority of state government (read more here). Continuing our call for federal comprehensive immigration reform, Archbishop Jose H. Gomez of Los Angeles, the US Conference of Catholic Bishops Migration Chairman,urged the President and the Congress to work together to enact comprehensive immigration reform legislation (read more here).

There are only two full weeks left in this legislative session and several bills have died due to deadlines this week. You can see a list of bills that have failed to pass on deadline here. There is still the possibility that language from these bills will be proposed as an amendment to another bill, so we continue to monitor moving bills closely. Below are some updates on bills that we have requested action on. We thank all who have advocated! There are also two important action alerts below - please continue to run the race so as to win (1 Cor 9:24) and make the calls today!

Updates on Previous Action Alerts
  • HB 2555, which we oppose because it was amended to weaken parental involvement in their daughter's decision on abortion, has not been voted from committee and has passed the deadline to continue.
  • HB 3790, on which we hoped to add the ban to taxpayer funding for abortion language, as well as other good language, is procedurally dead. However, the House announced this week that it will take up the companion bill, SB 1811. We anticipate that the ban on taxpayer funding for abortion and other positive amendments will be proposed for SB 1811, and we will send out additional action alerts on this bill when more information on the amendments is available. 
  • HB 3520, relating to advance directives (we opposed) has not been voted from committee and has passed the deadline to continue.
Action Alert: Texas Deserves a Better Budget
A budget bill has been passed in both chambers and unfortunately, neither bill funds all necessary services (nursing home care, education, public safety, and other vital services) at a level that will ensure that the most vulnerable Texans are not left helpless. A conference committee of House and Senate members has been appointed to draft a compromise between each chamber’s budget proposal that will be supported by each of the full chambers. The Conferees must be finished by Wednesday, May 18. Now is the time to contact Conferees, the Lieutenant Governor and House Speaker, as well as your own state Senator and Representative, and ask them to write a better budget that includes revenue and the use of the entire Rainy day fund, and protects, rather than harms, the people of Texas. You can find a sample message and the legislators' contact information below. Please act today!

Sample Message:  "Hello, my name is Name  and I am a Catholic in City , Texas and I am calling about the proposed budget. While the Senate budget is a vast improvement over the House budget, it still fails to fund basic human needs for thousands of poor Texans. I urge you to support the passage of a budget that adequately meets the needs of Texans by going outside of the bounds to allow spending from the Rainy Day Fund and the use of additional revenue. Thank you for your time. Action Alert: Support Expanding Access to Summer Nutrition Program 

Calls are needed to urge the House Agriculture and Livestock Committee members to vote out the Senate Engrossed Version of SB 89. This bill requires schools districts in which 50% or more of students are eligible to participate in the national free or reduced price lunch program to provide or arrange for the provision of a summer nutrition program, and in doing so protects our most vulnerable children. This bill must pass out of committee quickly to avoid being killed due to upcoming deadlines. Please call the committee chair, Representative Hardcastle (512) 463-0526, as well as the other members today and ask them to vote out the Senate Engrossed Version of SB 89. You can find a sample message and the contact information for the committee members below. 
 
Sample Message: "Hello, my name is Name  and I am a Catholic in City , Texas. I urge you to vote out the Senate Engrossed Version of SB 89. It is vital that our most vulnerable children have access to summer nutrition programs. This bill is a targeted solution to help provide food to Texas' neediest children. Capitol Comments: First Do No Harm: The Art of Legislative Compromise
The foundational principle of medical ethics is the principle of nonmaleficence, commonly referred to as, “First, Do No Harm.” The second moral principle, beneficence, is to “Do Good.” When the Texas Legislature meets, the Texas Catholic Conference is blessed to be able to offer our full support to some of the proposed legislation and on other legislation, we are obliged to oppose. These are usually clear and straightforward positions for us to take. In other cases, however, the Bishops are asked to compromise with other stakeholders in order to achieve an incremental success. Bishops Call on Senate to Protect Poor and Vulnerable People in Budget Debate
 “The moral measure of this budget debate is not which party wins or which powerful interests prevail, but rather how those who are jobless, hungry, homeless or poor are treated,” said the U.S. bishops in a letter to the Senate May 5. The bishops recognize the “difficult choices about how to balance needs and resources and allocate burdens and sacrifices” that Congress and the Administration face, but insist that the moral and human dimensions of those choices must be addressed in the ongoing budget debate in the Senate and the nation. Father Juan Molina Named Director for Church in Latin America
Trinitarian Father Juan J. Molina has been named associate director of the United States Conference of Catholic Bishops (USCCB) Office of National Collections and director for the Church in Latin America. Father Molina is currently serving as policy advisor for Latin America and Global Trade in the Office of International Justice and Peace at USCCB and previously served as advocacy program coordinator in the Southwest regional office of Catholic Relief Services, based out of San Antonio, Texas. “Father Molina’s qualifications and skills made him a perfect choice for this position,” said Patrick Markey, executive director of the USCCB Office of National Collections. Vatican working group calls for concrete steps to combat climate change
Nations and individuals have a duty to reduce greenhouse gas emissions and enact policies that mitigate global warming, said a Vatican-sponsored working group.  "The business-as-usual mode will not be possible because of both resource depletion and environmental damages," the group said in a report released by the Pontifical Academy of Sciences May 2. The cost of reducing greenhouse gas emissions, increasing reforestation, cutting air pollutants and helping poor regions adapt to climate change "pales in comparison to the price the world will pay if we fail to act now," it said.
