Weekly Legislative Update

Before we provide our legislative updates, we have a special announcement to share with you! On Wednesday, June 1, Jeffery Patterson joined us as our new Executive director. Jeffery is the fifth director of the Conference and follows Andrew Rivas, who served as the Executive Director for the Conference for 5 years. Prior to Rivas, Holy Cross Brother Richard Daly served as the Conference’s director for 26 years. The 82nd regular legislation session has come to an end and we are almost through the first week of the first called special session. Currently, the budget, congressional redistricting, and healthcare-related concerns are the issues on the Governor’s call. The legislature can only pass legislation related to issues on the Governor’s call, but the Governor can, and is expected to, add additional issues to the call. We will continue to monitor legislation filed and already have bills on which we have taken a position, you can view them on our bill reports page for the special session here.

We have also compiled a brief report on the status of issues that we advocated on during the regular session. The report is sorted by our legislative priority areas, and can be found online here. We thank all of you for your prayer and advocacy as faithful citizens, and ask for your continued prayers for our legislators. Our final outcomes report will be ready shortly after the deadline for the Governor to veto bills, which is June 20. Several of our bills have been sent to the Governor - we will provide an update on their final status in this final report.


Updates on Previous Action Alerts
  • Thank you to all who advocated on SB 89, which expands access to the summer nutrition program. The bill was passed and sent to the Governor! 
  • SB 1811 - Amendments to improve judicial bypass and to allows for Texas Enterprise Funds to be used for the Texas Homeless Housing and Services Program were added to the bill, though the smoking ban amendment was not. However, the overall bill failed to pass by the end of the session. 
  • HB 1286 - The amendment to expand access to UIL was added to the bill, but it was removed in conference committee.
  • SB 1717 - Amendments to improve judicial bypass were not added to the final conference committee report.

This bill requires a doctor to examine a pregnant mother before prescribing an abortion-inducing drug and provide her with referral information to treat complications.  The TCC supports this bill because it provides better informed consent for abortion and information on the effects of abortion.

This bill prohibits governing bodies of a municipality, county, or special district and their employees from adopting a policy that prohibits employees from inquiring about the immigration status of a person lawfully detained or arrested. The TCC opposes this bill because it is not the role of local government to evaluate the immigration status of people receiving services, and because local governments should not be prohibited from adopting policies that ensure that the civil and constitutional rights of Texas residents are protected.

Bishops to Vote on Physician-Assisted Suicide Document at Seattle Meeting; Statement Says Practice Does Not Advance Compassion, Choices
The U.S. bishops will debate and vote on a document on physician-assisted suicide at their Spring General Assembly, June 15-17, in Seattle. The document, To Live Each Day with Dignity, will be the first statement on assisted suicide by the full body of the United States Conference of Catholic Bishops (USCCB). “After years of relative inaction following legalization of physician-assisted suicide in Oregon in 1994, the assisted suicide movement has shown a strong resurgence in activity,” said Cardinal Daniel DiNardo of Galveston-Houston, chairman of the USCCB Committee on Pro-Life Activities. “This renewed effort has led to the passage of an Oregon-style law in Washington by popular referendum in November 2008, a state supreme court decision essentially declaring that assisted suicide is not against public policy in Montana, and concerted efforts to pass legislation in several New England and Western states. The Church needs to respond in a timely and visible way to this renewed challenge, which will surely be pursued in a number of states in the years to come.” Read Full Story >>

Family Fiesta of Life Conference 
Attention, Families!  The Archdiocese of San Antonio's Family Fiesta of Life Conference will take place July 29-30, at St. Mark the Evangelist Catholic Church.  Friday night’s program begins with an hour of praise and worship with Christian musicians “Body of Christ Ministries,” followed by Eucharist Adoration and Benediction.  The evening will close with a sneak preview of the movie “Courageous,” scheduled for release in theaters this September.  Saturday’s program includes family Mass with Bishop Oscar Cantu and presentations by Patrick Coffin, emcee and host of national radio show Catholic Answers LIVE and Vicki Thorne, international speaker and founder of Project Rachel.  Brian Butler, a regular speaker on Theology of the Body for Teens, will meet and connect with teenagers. University of St. Thomas Summer Institute: Living Justice in the 21st Century

Each June, the Young Social Justice Summer Conference focuses on a specific social justice issue within the Catholic social tradition featuring both internationally known keynote speakers and practitioners of Catholic Social teaching. This year’s conference will commemorate 120 years of Catholic Social Teaching by focusing on the ongoing relevance of this tradition with regard to various contemporary social issues.
